The parties concerned confirmed that the illegal behavior was correct and made a written commitment to complete rectifications within the specified time. After investigation, the project was an old and early-stage project. Due to poor management by the parties involved, the entrance and exit waterproof baffles, sandbags and other water-proof materials were missing.

The “Shanghai Municipal Underground Space Safe Use Management Measures” stipulates that underground spaces open to the public as production and business sites and other underground spaces used as places for public activities should be equipped with corresponding safety facilities and equipment, and the safety facilities and equipment should be inspected regularly.
