The parties concerned confirmed that the illegal behavior was correct and made a written commitment to complete rectifications within the specified time. After investigation, the project was an old and early-stage project. Due to poor management by the parties involved, the entrance and exit waterproof baffles, sandbags and other water-proof materials were missing.

In view of the fact that this illegal act occurred for the first time, and the parties involved had a positive attitude towards admitting their mistakes. In accordance with the provisions of Paragraph 1 of Article 21 of the “Shanghai Municipal Underground Space Safe Use Management Measures”, the Baoshan District Labor Affairs Office issued an administrative penalty decision of warning to the parties and ordered them to make corrections within a time limit. After accepting the punishment, the parties involved promptly completed the installation of waterproof baffles at the three entrances and exits of the civil air defense project, and provided sandbags and other water-proof materials to complete the emergency plan for typhoon and flood prevention in the civil air defense project.

The “Shanghai Municipal Underground Space Safe Use Management Measures” stipulates that underground spaces open to the public as production and business sites and other underground spaces used as places for public activities should be equipped with corresponding safety facilities and equipment, and the safety facilities and equipment should be inspected regularly.
